Interim operating authorization letters that were issued to non-tank vessels submitted for the January 31, 2014 non-tank vessel response plan implementation date expire today. Beginning on August 1 2014, a five year NTVRP approval letter or a valid interim operating authorization letter with an October 31, 2014 expiration date is required in order for applicable non-tank vessels to operate in U.S. waters.
Extensions of interim operating authorization letters were granted only for NTVRPs meeting the statutory requirements described in MSIB 42-13 and which have vessel pre-fire plans certified as acceptable by the identified salvage and marine firefighting provider, when required, as part of their submitted NTVRP.
