9/2/2014: New NVIC 24-14 guidance published

The Coast Guard published a new Navigation and Vessel Inspection Circular, NVIC 24-14 , to provide guidance on qualification for and revalidation of International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978, as amended, or STCW, endorsements as Electro-Technical Rating, or ETR, on Vessels Powered by Main Propulsion Machinery of 750 kW/1,000 HP or More.

The Coast Guard will use this new NVIC, and 46 CFR 12.611 , to establish whether mariners are qualified to hold STCW endorsements as ETR.
