The Coast Guard published a rule to the Federal Register, and issued Marine Safety Information Bulletin 14-14, pertaining to a regulatory correction for the implementation of the amendments to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978, and changes to national endorsements.

The regulatory correction addresses requirements for mariners to obtain a first-class pilot endorsement.
