The Coast Guard seeks comment on the approval of a revision to a currently approved collection for a mandatory ship reporting system for the Northeast and Southeast coasts of the United States.

The information is needed to reduce the number of ship collisions with endangered northern right whales. The collection involves ships’ reporting by radio to a shore-based authority when entering the area covered by the reporting system. The ship will receive, in return, information to reduce the likelihood of collisions between themselves and northern right whales – an endangered species – in the areas establishes with critical-habitat designation.

The Coast Guard requests comments from owners and operators of certain vessels. In particular, the Coast Guard would appreciate comments addressing:

(1) The practical utility of the Collections;

(2) The accuracy of the estimated burden of the Collections;

(3) Ways to enhance the quality, utility, and clarity of information subject to the Collections;

(4) Ways to minimize the burden of the Collections on respondents, including the use of automated collection techniques or other forms of information technology.

All comments and related material must be submitted on or before Oct. 13, 2015.
