The Coast Guard seeks comment on the approval of a revision to a currently approved collection for the plan approval and records for barge fleeting facility records.

The regulations require the person-in-charge of certain barge fleeting facilities to keep records of twice daily inspections of barge moorings and movements of barges and hazardous cargo in and out of a facility. Title 33 CFR 165.803 requirements are intended to prevent barges from breaking away from a fleeting facility and drifting downstream out of control in the congested Lower Mississippi River waterway system.

The Coast Guard seeks comment from operators of barge fleeting facilities.

In particular, the Coast Guard would appreciate comments addressing:

(1) The practical utility of the Collections;
(2) The accuracy of the estimated burden of the Collections;
(3) Ways to enhance the quality, utility, and clarity of information subject to the Collections;
(4) Ways to minimize the burden of the Collections on respondents, including the use of automated collection techniques or other forms of information technology.

All comments and related material must be submitted on or before March 21, 2016.
