7/15/2016: Draft revisions to the Marine Safety Manual, Volume III

As a courtesy to our audience, Maritime Commons will provide a daily compilation of nationally-relevant Federal Register Notices. To provide comments for the public record, follow the Federal Register link for each individual notice. Please note, the Coast Guard cannot respond to comments on these notices outside of the Federal Register.

The Coast Guard announces the availability of a draft update to the Marine Safety Manual (MSM), Volume III, Marine Industry Personnel, and the corresponding Commandant Change Notice that highlights the changes made to that manual. MSM Volume III provides information and interpretations on international conventions and U.S. statutes and regulations relating to marine industry personnel. This draft Commandant Change Notice discusses the substantive changes to Parts B and C of MSM Volume III. The proposed changes are red-lined and each changed page is annotated with CH-2 in the footer. Additionally, we have created a document that provides a summary of each change.

The Coast Guard encourages you to submit comments (or related material) on our draft Commandant Change Notice 16000, CH-2 to the Marine Safety Manual, Volume III, Marine Industry Personnel, COMDTINST M16000.8B, which is in the docket and contains substantive changes to Parts B and C of MSM Volume III. We will consider all submissions and may adjust our final action based on your comments. If you submit a comment, please include the docket number for this notice, indicate the specific section of the Commandant Change Notice to which each comment applies, and provide a reason for each suggestion or recommendation.

You may submit comments identified by docket number “USCG-2016-0669” using the Federal eRulemaking Portal at http://www.regulations.gov. See the “Public Participation and Request for Comments” portion of the SUPPLEMENTARY INFORMATION section for further instructions on submitting comments.
