12/7/2016: Restricted Operators of Uninspected Passenger Vessels endorsements

The Coast Guard Office of Merchant Mariner Credentialing issued policy letter 01-16 in order to establish minimum requirements for, and provide guidance to Officers in Charge, Marine Inspection (OCMI), in determining appropriate qualifications for Restricted Operators of Uninspected Passenger Vessels (ROUPV) endorsements within their area of responsibility.

In 2010, the Coast Guard published a policy to provide guidance to local OCMIs when determining appropriate route restrictions on MMC endorsements as Operators of Uninspected Passenger Vessels (OUPV). In 2013, this policy was incorporated into the regulations in Title 46 CFR 11.467. It was later discovered that the regulations were not being implemented as intended, and, as such, the Coast Guard is revising the policy to ensure that OCMIs have improved guidance in making determinations for route restrictions on OUPV endorsements.
