The Coast Guard published change 1 to Navigation and Vessel Inspection Circular (NVIC) 10-14, Guidelines on Qualification for STCW Endorsements as Master or Chief Mate on Vessels of 3,000 GT or more.
After publication of NVIC 10-14, the Coast Guard recognized that some of the model assessments are duplicative of training and assessment done in Coast Guard approved courses required for an endorsement as Master or Chief Mate on Vessels of 3,000 GT or more.
If a mariner has begun qualifying for an endorsement as Master or Chief Mate on Vessels of 3,000 GT or more using the original assessment guidelines, and the vessel on which they are serving does not support one or more assessments from the original guidelines, mariners may substitute the corresponding assessment from this new guidance.
