The Coast Guard published change 1 to Navigation and Vessel Inspection Circular (NVIC) 17-14, Guidelines on Qualification for STCW Endorsement as Officer in Charge of an Engineering Watch in a Manned Engineroom or Designated Duty Engineer in a Periodically Unmanned Engineroom on Vessels Powered by Main Propulsion Machinery of 750 kW/1,000 HP Propulsion Power or More.
After publication of NVIC 17-14, the Coast Guard recognized that certain portions of the model assessment guidelines contained in Enclosure (2) of NVIC 17-14 could not be performed on all vessels. Furthermore, certain referenced operational practices are not commonly performed on all vessels required to carry mariners endorsed as OICEW. In addition, the Coast Guard recognized that some of the model assessments are duplicative of training and assessment done in Coast Guard approved courses required for an endorsement as OICEW.
