7/19/2017: Information collection request to Office of Management and Budget – Facilities transferring oil or hazardous materials in bulk—letter of intent and operations manual

As a courtesy to our audience, Maritime Commons will provide a daily compilation of nationally-relevant Federal Register Notices. To provide comments for the public record, follow the Federal Register link for each individual notice. Please note, the Coast Guard cannot respond to comments on these notices outside of the Federal Register.

The Coast Guard seeks comments on an extension of its approval for the collection of information for the Facilities Transferring Oil or Hazardous Materials in Bulk—Letter of Intent and Operations Manual without change.

A Letter of Intent is a notice to the Coast Guard Captain of the Port that an operator intends to operate a facility that will transfer bulk oil or hazardous materials to or from vessels. An Operations Manual (OM) is also required for this type of facility. The OM establishes procedures to follow when conducting transfers and in the event of a spill.

In particular, the Coast Guard would appreciate comments from operators of facilities that transfer oil or hazardous materials in bulk. Comments must reach the Coast Guard on or before August 18, 2017.

In particular, the Coast Guard would appreciate comments addressing:

(1) The practical utility of the Collections;

(2) The accuracy of the estimated burden of the Collections;

(3) Ways to enhance the quality, utility, and clarity of information subject to the Collections;

(4) Ways to minimize the burden of the Collections on respondents, including the use of automated collection techniques or other forms of information technology.
