The Office of Design and Engineering Standards recently issued Marine Safety Information Bulletin 05-18, “Authorization of Classification Societies for the Issuance of Statements of Compliance – Fuel Oil Consumption Reporting.”
Recent amendments to MARPOL Annex VI – Regulations for the Prevention of Air Pollution from Ships require that from calendar year 2019, each ship of 5,000 gross tonnage and above collect the data specified in appendix IX of MARPOL Annex VI, for that and each subsequent calendar year or portion thereof, as appropriate. This data is to be collected according to the methodology in the Ship Energy Efficiency Management Plan. Under new regulations 6.6 and 6.7, upon receipt of reported data, the Administration or any organization recognized by it shall determine whether the data has been reported in accordance with MARPOL Annex VI, and if so, issue a Statement of Compliance.
Those classification societies that have received authorization by the U.S. Coast Guard to issue International Energy Efficiency certificates are also authorized to issue Statements of Compliance – Fuel Oil Consumption Reporting. Results of the verification are to be reported directly to the IMO Ship Fuel Oil Consumption Database based on resolution MEPC.293(71).
