This NVIC will assist the Coast Guard in providing input to the Lead Agency for environmental review and decision-making purposes. Additionally, this circular provides guidance to members of industry, port safety and security stakeholders, and the public on the Coast Guard’s role and responsibilities in the OREI application process.

Eighth District MSIB: Lifeboat operations on manned facilities
The Eighth District Officer in Charge, Marine Inspection of the Outer Continental Shelf is alerting offshore operators about a tragic accident with loss of life that occurred on a floating offshore facility. Because the potential factors involved in this incident may be common to many facilities on the Outer Continental Shelf, the Coast Guard is sharing immediate actions facilities can take to avoid a similar tragedy.
National Offshore Safety Advisory Committee meeting
The National Offshore Safety Advisory Committee and its Subcommittee will meet in Katy, Texas, September 10-11, to discuss Committee matters relating to the safety of operations and other matters affecting the offshore oil and gas industry. All meetings will be open to the public.
Outer Continental Shelf Industry Day in New Orleans
Industry days are held at least annually by the OCS Officer in Charge, Marine Inspections to provide a forum where agency regulators and industry stakeholders can exchange information in the common pursuit of safe, secure, and environmentally sound OCS operations.
