Staff with the Liquefied Gas Carrier National Center of Expertise (LGC NCOE) delivered training May 7-10, 2019, on all aspects of Liquefied Natural Gas (LNG) to representatives from the Panama Canal Authority and Panama Maritime Authority, and first responders. LGC NCOE staff covered a wide array of topics pertinent to the transportation of LNG to include the chemical and physical properties of LNG, LNG gas carriers, LNG terminals, and the use of LNG as a marine fuel.

The Coast Guard published a Notice of Proposed Rulemaking in the Federal Register June 22, 2018 to delay the effective date for certain facilities affected by the final rule entitled “Transportation Worker Identification Credential (TWIC) Reader Requirements,” which was published in the Federal Register Aug. 23, 2016. The Coast Guard proposes to delay the effective date for two categories of facilities by three years, until Aug. 23, 2021.
2/23/2018: U.S. Dept. of Treasury’s Office of Foreign Assets Control (OFAC) announces new global shipping advisory regarding sanctions risks related to North Korea’s shipping practices
The U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC), with the U.S. Department of State and the U.S. Coast Guard, issued an advisory to alert persons globally to deceptive shipping practices used by North Korea to evade sanctions.
10/1/2017: Coast Guard releases Report of Investigation into loss of 33 mariners and U.S. cargo ship, El Faro
The MBI concluded that the primary cause of the casualty was the decision to navigate El Faro too close to the path of Hurricane Joaquin. As the MBI expanded the investigation to explore other contributing factors, it uncovered evidence of an ineffective safety management system within the operating company, and failures by both the Coast Guard delegated representative and the Coast Guard itself to provide effective oversight of the vessel’s compliance with safety regulations.
