On Dec. 22, 2017, the commandant of the Coast Guard released the Final Action Memo for the Report of the Marine Board of Investigation into the sinking of the steam ship El Faro and the loss of its 33 crewmembers. In the FAM, the commandant signaled the Coast Guard’s commitment to making improvements to prevent similar marine casualties. This post highlights the actions taken to address gaps in third party oversight and the Alternate Compliance Program in the year since the FAM was released.

Many of the safety items that Coast Guard foreign passenger vessel examiners check for are directly related to the lessons learned from the Princess Sophia disaster. For example, the primary cause of the grounding was a loss of awareness of the navigational picture that allowed the vessel to strike a charted and well-known hazard. As part of a cruise ship examination, the exam team checks the functionality of navigational equipment such as electronic charting systems, radars, and depth sounders, as well as the ship crew’s proficiency with using these systems. The team also reviews crewmembers’ licenses and training certificates to ensure that they meet the minimum qualifications to fill these key shipboard positions. The Coast Guard, in partnership with the American Waterways Operators, released the National Quality Steering Committee’s annual safety report. The report contains freight carrying towing industry data and measures for calendar years 1994 to 2017.
