The Towing Vessel National Center of Expertise posted a notice on its website Sept. 12, 2018 to alert mariners that the manning section of TugSafe Central has been revised to clarify current guidance and policy regarding manning of inspected towing vessels.
7/2/2018: Collecting information for Subchapter M certificates of inspection
As of June 25, 2018, the Coast Guard has issued 22 certificates of inspection to towing vessels in both the Atlantic and Pacific areas of operation. Additional inspections are scheduled between now and July 20, 2018, when Subchapter M is fully implemented. This post highlights several important points to keep in mind when seeking a COI.
4/20/2018: First Certificate of Inspection issued under Subchapter M

1/16/2018: Coast Guard to start issuing COIs under Subchapter M TSMS option
To obtain a COI, the owner or managing operator of the towing vessel should follow the steps outlined in 46 CFR 136.210. The local Officer in Charge, Marine Inspection may, as resources permit, issue a COI based upon an onboard inspection or a valid Uninspected Towing Vessel decal as provided in CG-CVC Policy Letter 17-01.
