Outer Continental Shelf hurricane guidance for 2019 season now published

The District Eight Outer Continental Shelf Officer in Charge, Marine Inspection published its reporting requirements for the upcoming hurricane season. Reports of personnel remaining offshore will allow the Eighth District to prepare for potential post-storm search and rescue operations.

MSIB 04-19: Cyber Adversaries Targeting Commercial Vessels

The Office of Commercial Vessel Compliance issued Marine Safety Information Bulletin 04-19, “Cyber Adversaries Targeting Commercial Vessels,” to inform the maritime industry of recent email phishing and malware intrusion attempts that targeted commercial vessels. Cyber adversaries are attempting to gain sensitive information including the content of an official Notice of Arrival (NOA) using email addresses that pose as an official Port State Control (PSC) authority.

2/14/2019: Two new marine safety information bulletins for OCS vessels now available

The MSIBs cover marine casualty reporting requirements for certain OCS vessels and reiterates requirements for installed data plates on lifesaving appliances.

8/1/2018: Marine Safety Information Bulletin 06-18, Amphibious Passenger Vessel Operations

A Coast Guard Marine Board of Investigation has been convened and will conduct a thorough and comprehensive investigation to determine casual factors that contributed to the loss of the Stretch Duck 07. However, the Coast Guard and amphibious passenger vessel industry do not have to delay until the MBI has completed their investigation before taking a proactive approach toward the safety of the vessels and their passengers.

7/2/2018: MARPOL Annex VI fuel oil consumption reporting

Recent amendments to MARPOL Annex VI – Regulations for the Prevention of Air Pollution from Ships require that from calendar year 2019, each ship of 5,000 gross tonnage and above collect the data specified in appendix IX of MARPOL Annex VI, for that and each subsequent calendar year or portion thereof, as appropriate.

7/13/2017: MSIB 008-17 Application of commercial fishing vessel requirements on Atlantic HMS permitted handgear vessels

MSIB 008-17 (corrected) provides guidance to highly migratory species (HMS) charter fishing vessels, the commercial fishing industry, and the Coast Guard. It represents the Coast Guard’s current interpretation on the applicability of commercial fishing vessel safety requirements and regulations for those vessels fishing for Atlantic HMS. The compliance posture outlined in the bulletin applies if the vessel/owner/operator holds ONLY an Atlantic HMS or Tunas permit.
