GIUEs are a cornerstone of the oil spill exercise cycle and a key tool for Captains of the Port to evaluate oil spill response preparedness. One of the key benefits of the GIUE program is the ability for Captains of the Port to identify their biggest risks and apply a structured average most probable discharge exercise to analyze the plan holder’s capabilities.

Capt. Ricardo Alonso, chief of the Office of Marine Environmental Response Policy at Coast Guard Headquarters, came together with industry oil spill response and salvage experts April 3, 2019 for a panel session titled, “An accident, a grounding, a collision, oil in the water, fire, people missing, news helicopters overhead – this is the stuff of nightmares” during CMA’s Shipping Conference 2019, in Stamford, Connecticut.
The paper and poster presentations form the backbone of the IOSC’s technical program and contribute to the vast canon of oil pollution knowledge shared between the government, industry, and academia. Invited authors present their respective papers or posters during speaker platforms or interactive sessions scheduled during the IOSC. The call for papers and posters closes May 15, 2019. Everyone is invited to submit.
During a Spill of National Significance – as with any oil spill – maritime industry is a significant party to the response, either as the Responsible Party, a salvage or marine firefighting provider, an OSRO, or other contributory role. 12/26/2017: Coast Guard, Arctic partners continue work on oil spill response, search and rescue in the Arctic marine environment
Coast Guard members from the Office of Incident Management and Preparedness Policy attended the EPPR meeting in Malmö, Sweden to continue work on matters related to marine environmental response and search and rescue in the Arctic marine environment. The EPPR focuses much of its attention on exercising the Agreement on Cooperation on Marine Oil Pollution Preparedness and Response in the Arctic (MOSPA Agreement). The objective of the MOSPA Agreement is to strengthen cooperation, coordination and mutual assistance among the Parties on oil pollution preparedness and response in the Arctic to protect the marine environment from pollution by oil.
