The Coast Guard announced in the Federal Register that the Towing Safety Advisory Committee will meet via teleconference Dec. 5, 2018, to discuss the three current tasks assigned to the committee. This teleconference will be open to the public.
11/9/2018: Engineering Design & Testing (EDT) approved as third party organization under Subchapter M
The Towing Vessel National Center of Expertise posted on its website Nov. 7, 2018, that the Coast Guard has approved Engineering Design & Testing (EDT) as a third-party organization to carry out certain functions in accordance with Subchapter M.
These instructions provide guidance to both Coast Guard field offices and the maritime industry on the Coast Guard’s interpretations regarding the application and implementation of regulations applying to towing vessel inspections for certification under 46 CFR Subchapter M and the Towing Safety Management System option.
The Towing Vessel National Center of Expertise recently published the latest additions and updates to the Frequently Asked Questions regarding Subchapter M, inspected towing vessels. As a convenience for our readers, in this post Maritime Commons is providing a compilation of those changes made as of Aug. 27, 2018.
The Coast Guard-American Waterways Operators Safety Partnership held its National Quality Steering Committee meeting July 31, 2018, with an agenda focusing on the concerns of the partnership and industry. This meeting marked the first NQSC meeting since Subchapter M towing vessel regulations went into effect July 20, 2018.
A Final Rule published June 20, 2016, set July 20, 2018, as the compliance date for all towing vessels subject to Subchapter M even if the vessel does not have a Certificate of Inspection. Towing vessels have a strong record of safe operations, so while July 20, 2018 represents a beginning of a new regulatory regime, these vessels will continue to operate safely and provide a valuable service to the nation’s economy.
07/17/2018: TugSafe Lite is now TugSafe Central with two new sections and more links to useful information
TugSafe Lite has been expanded and retitled TugSafe Central and is an important online source for Subchapter M compliance requirements and guidance. It has two new sections and new links to regulatory cites, USCG guidance documents and a link to a downloadable electronic version that is also printer-friendly.
During the month of June 2018, over 50 percent of towing vessels operating in U.S. waters transmitted incorrect AIS data, and an alarming number of these vessels did not accurately report their dimensions or broadcast a properly assigned MMSI number. This post provides guidance to owners/operators for verifying compliancy with AIS requirements as they work to attain a COI under Subchapter M.
As of June 25, 2018, the Coast Guard has issued 22 certificates of inspection to towing vessels in both the Atlantic and Pacific areas of operation. Additional inspections are scheduled between now and July 20, 2018, when Subchapter M is fully implemented. This post highlights several important points to keep in mind when seeking a COI.
