Coast Guard members from the Office of Commercial Vessel Compliance were recently invited to participate in an American Waterways Operators webinar aimed at helping towing vessel owners and operators better understand the process of obtaining Certificates of Inspection under Subchapter M regulations. Cmdr. Jennifer Hnatow and Mr. Erik Johnson, both from the Domestic Vessel Compliance Division, were on hand to address AWO members’ questions about compliance, enforcement, and the certification process.

5/8/2018: Towing Vessel National Center of Expertise adds Tugsafe “Lite” to suite of Subchapter M job aids
The Coast Guard released TugSafe in December 2017. TugSafe is designed to streamline and maximize efficiency of the Subchapter M inspection process by providing no guesswork inspections by dynamically generating a customized inspection checklist specific to a given towing vessel. After numerous requests from the towing community, the Towing Vessel National Center of Expertise announced that it has launched TugSafe “Lite” to allow access to the TugSafe compliance guidance without the need to generate a checklist for a specific vessel.
Coast Guard Sector St. Petersburg has issued the first Certificate of Inspection in accordance with Subchapter M to the towing vessel ENDEAVOR of Marine Towing of Tampa.
The Towing Safety Advisory Committee held its spring public meeting March 20-21 in Charleston, South Carolina. The Committee swore in new members, deliberated on the current tasks, and received public comments.

The Coast Guard will begin enforcing Subchapter M towing vessel regulations July 20, 2018, and it is important for tank and non-tank vessel owners and operators as well as towing vessel owners and operators to understand how Subchapter M may affect a towing vessel’s ability to be used as a resource provider in a Vessel Response Plan. The amendment allows for an equivalency to vessels using an existing safety management system to provide three years of objective evidence in lieu of having a TSMS Certificate for six months prior to issuance of a vessel’s initial COI.
The Towing Vessel National Center of Expertise posted on its website Feb. 2, 2018, that the Coast Guard approved Meridian Global Consulting, LLC as a third-party organization to carry out certain functions in accordance with Subchapter M.
